SUB: NOTICE FOR 1ST FORWARD E-AUCTION TO BE HELD FOR 12 MONTHS FOR THE PERIOD FROM OCTOBER 2009 TO SEPTEMBER 2010 CONSISTING OF 04 EQUAL QUARTERS OF 03 MONTHS.

OBJECTIVE
1] Coal distribution through Forward E-Auction is aimed to provide access to coal for such coal consumers who wish to have an assured supply over a long period, say one year, through e-auction mode so as to plan such consumer's operation etc .and Forward e-auction will facilitate all the consumers of coal across the country with wide ranging choice for booking coal on-line, enabling them to buy coal through a simple, transparent and consumer friendly system of marketing of coal.               
2] The purpose of Forward e-auction is to provide equal opportunities to all intending Coal Consumers to purchase coal for own consumption through single window services as per requirement and at a price determined by themselves through the process of online bidding.

ELIGIBILITY
3] All Consumers of coal located in India [viz Proprietorship/Partnership ,Firm registered in India, Companies incorporated in India etc. desiring supply over a long period can participate in Forward e-auction for procurement of coal for own consumption and not for transfer or re-sale.       
4] To participate in Forward e-auction, a consumer shall be required to register himself/ itself with respective Service Provider, appointed by CIL, namely M/s MSTC LTD. and M/s M JUNCTION Services Ltd., both in Kolkata .For such Registration a Consumer has to register himself/ itself with the Service Provider for completion of the required formalities which is to be known from their respective web site.                       
5] The Consumers / prospective bidder must get themselves registered with an approved certifying agency and obtain digital signature for their authentication / proving genuineness which would enable them to participate in Forward e-auction .For this purpose, the Consumers / prospective bidders are required to contact their respective Service provider in this regard for clarification and guidance , if required by them.
6] A Registered Consumer/Bidder shall have the option of bidding minimum for any one quarter or up to all the Four Quarters, of 3 months each, in a Forward E-Auction Year starting from Oct'09 up to Sept'10.                    
7] The Validity Period of lifting coal by Road will be 45 days from the 1st day of the month concerned when Sale Orders will be issued and the same for movement by Rail, the Validity Period of a monthly programme seeking Allotment of rake (s) will be up to the last day of the month concerned.                           
8] For EMD deposition to the Service Provider, the registered Consumers are requested to see Forward E- Auction Scheme and other details from the respective Service Provider's Web Sites as & when the same with offer of coal with Source, Size, Grade and Reserve Price are displayed by them, tentatively on or after 21st July 2009.       
9] A Road Show in respect of the ECL's ensuing Forward E-Auction will be held in Kolkata, tentatively by end 1st week of August 2009 .All interested /prospective Consumers are requested to attend the Road Show in Kolkata to be organised in the[ Bengal Chamber of Commerce, NS Bose Road,]  at 11 am.
10] Forward E-Auctions for the period from October '09 to September'10, divided into 04 quarters, is likely to be conducted tentatively on or after 24th August 2009.
